The proper solution is to pretend it’s not there and extend your ramp through the offending car, then crawl through into your own. Problem solved!

I've never seen these near my area in the Greater Toronto Area's suburb in Canada. But it wouldn't take a genius to figure out a normal vehicle shouldn't park there.
