UFO in the Phoenix sky?

A 29 second video that seems a little weird at the end. Does anyone know anything more about this event? They could be flares from a military aircraft, but the uploader at LiveLeak wrote, "A former governor now says an event in the sky may have been a UFO." I'm always HIGHLY skeptical of UFO sightings, but they still fascinate me.

Yeah, the two explanations are (A) enormous unidentified craft, and (B) Flares dropped from aircraft. If you google Phoenix lights you'll find all sorts of stuff. One video looks like lights coming on sequentially on the edge of a disk that would be miles wide, or an airplane in a turn dropping flares.
