Sadly, yes. I've seen other videos by him, can't find any now, but from what I recall, I would think most of the teabagger set probably do a facepalm when he speaks... okay probably not, but one would hope they would at least this time.

EDIT: His name is Billy Bob Neck, and is a Canadian Comedian named Paul Day. So it is an act...
