It could be unsearchable if the document was saved as a Tiff or or other image file first before converting to a PDF. This happens sometimes with government documents where they want to redact certain portions for security reasons, and don't want any vestiges of the actual text left behind in the source or otherwise.

Dag, while we appreciate the lengths you went to in explaining this, he can't even find the "Search" button at the top of the screen. I think you have to get the basic operation of the program down before any attempt is made at teaching more advanced concepts.

I believe the .pdf being referred to is the "Stimulus bill" which can be found at http://readthestimulus.org/ where not only is the .pdf searchable, but they even have a .TXT version: http://readthestimulus.org/hr1_text.txt

Well, only if security is enabled *AND* you're too lazy to print it out (sorry, *geek is ON) - otherwise, anyone with Adobe Professional can run OCR on that sick puppy.
Even in the unlikely case of MAX security on, you could print it out, then manually scan and OCR it. That is assuming printing isn't locked down too... in which case the truly nerdy could screengrab each individual page, and then print if they REALLY needed to... though at this point, the whole file should probably be password protected before anyone can open it for the ULTRA paranoid.
I spend WAY too much time with PDFs in my day job.
I think I'l turn this comment in to a lazy blog post.

What's wrong with it? It's free and seems to work fairly well.
toastsays...Adobe's software is ok, but it does feel a little bloated. I use foxit reader which is also free and zippier.
