Philip Barach, a court officer for the city of Royal Oaks Michigan had a problem with Anthony Sevy for trying to pay his parking ticket in pennies. As Anthony tried to leave the bullies followed him to a place with no cameras to choke and arrest him. He was choked so bad that he passed out and shit his pants. Then they use the classic move to cover their tracks and charge him with obstruction and disturbing the peace.
