I think waffling would be discouraged because, by having to invoke *unvote, there is a clear record of your waffle - and no one likes to be called out as a waffler.

This leaves the *unvote available for real mistakes.

If Bush were assasinated, martial law would be declared immediately. And the grand experiment in democracy known as the United States of America would be over.

I remember the up-roar by the Bush administration when this was aired. They claimed that broadcasting this would somehow instigate it in reality; and pressured UK government/media to avoid it!
