This video is from a press conference in Brussels in 2002, less than a year after 9/11 and only days after a terrorist hostage crisis in Moscow. It was a tense period for him and he was not prepared to answer any questions regarding the war in Chechnya at this conference. However, the questions kept coming, the same old "you're killing people!" kinds of questions and he responded calmly to the first round. As the questions kept on coming, his anger escalated to the point where he made this crude joke.

To put it into perspective, it would be like asking George W. Bush what he thought of Islamic fundamentalists a week after 9/11. Of course it's not going to sit well.
