If you look closely you can see the pilot waving at the crowd.

I watched it again and paused it at 18 seconds - it's not even 3 feet off the ground! Also, that streak on the ground afterwards is from its engines.

I thought that the ground effect would keep it higher than that?

Ground effect only increases lift by < 10%. The control authority required to counteract ground effect is at most a few percent of what is available to the pilot.

This guy could make some serious extra cash mowing lawns. Wouldn't you love to call that in.
