There is a bit of discussion about this on YT, since somebody re-uploaded it with the title 'cats after anesthesia'.
The original: https://www.youtube.com/watch?v=Qjl5eHlaPb8 somwehere in the comments it is explained that these cats suffer from Cerebellar hypoplasia (http://en.wikipedia.org/wiki/Cerebellar_hypoplasia_%28non-human%29)
They are not drunk, nor drugged. Cute kitties, but have a disorder.

Oh man. That just went from really funny to really sad real quick. Poor things

I had a cat that was fairly normal (runt, and even as an adult cat she still looked like a kitten), then one day she started walking funny, eventually got to like this. It was late at night so in a panic I took her to the Emergency Vet... turned out just to be too much wax in the ear, they cleaned it up, put some drops in to help finish it and she was back to normal the next day. I guess I could have waited for the regular vet and saved a ton, but had it been serious I guess I would have felt bad for waiting.

Reading on it, is seems that the above cats won't get better, but will learn to adopt to it and live an otherwise normal life, so I guess that makes it a bit less sad...
