Might there be some simple solutions for decreasing traffic congestion, making roads safer, and faster?

A divergent diamond intersection is less than half as expensive as a "traditional on-ramp intersection" ? How could that be if they are similarly equipped? Fake news? Up to (but not including) the "danger point diagram" this video seemed sane.
