Houston Cop To Rescuers-"We've Had Enough"

This Houston cop decided he's had enough of unregistered vehicles (like boats and military personnel carriers, and monster trucks) in his town rescuing people the police couldn't reach, so he stops and harasses, then unpleasantly tells this man who drove from Illinois with his swamp buggy to help the cop's flooded neighbors that it's time to go away, because this cop's had enough help.
I'm pretty sure the neighbors still under water still want him there.
