Then why does the announcer say there's 1.3 seconds left? I don't know what kind of weird rules they have in football. Do games generally end when the time expires, or does the play have to end as well?

Yeah, the play continues until someone goes out of bounds (with the ball), they get tackled (the guy should have knelt down outside the in-zone to end it), or someone scores (or throws a pass that is called dead).

The spike in the endzone counts a fumble, as the play wasn't dead yet. As such, it's still a live ball, and open for grabs. So long as that ball is still live, the game keeps going. All he'd have to do is go down and the game would be over, but instead he just about literally handed the game over.
