gorgonheaplooks to me like there was something else going on in the area, there were two parked patrol cars, and with all the funky position of the cars at the beginning. The police might have been responding to another issue when this one came up.

budzosAfter watching this several times, I think they are right in front of a courthouse. There are a bunch of cop cars right there, the camera man is standing right next to one. Also I think the sign on the doorway says "Court".
