YouTube: Deep in rural Ukraine sits what was once the V.I. Lenin Nuclear Power Station. Now, it's the site of the worst nuclear disaster in human history: and one that still needs to be contained, thirty years later. How do you deal with something that'll be this toxic for so long into the future?

Option #3: the country might become destablised enough to halt construction/maintenance entirely and the site will be left to rot, more or less, like the nuclear arsenals/reactors of some nations.

Also keep in mind, this is how we deal with nuclear waste in a stable, wealthy and highly industrialised nation. "Just toss it over there" is the mantra during good times. Times are not good in Ukraine...

They are such a failed and bankrupt state that they dont even have working fire departments anymore, so I am really surprised if they can complete this. All that foreign money they receive flows into weapons...

EBRD is funding the containment by "managing a charity" - basically making sure the job gets finished and no ones feelings get hurt. Its just too close to Europe (well technically it is in Europe...) that it has to be taken care of.
