That looks like a border collie and they do that, but usually bark at the same time. It's like a 360º siren for herding. I know this because my neighbor's dog did it until my other neighbor called animal control so many times that the owners were forced to take it to the vet and have it's larynx hole-punched. Now it goes "harf harf harf" like it has emphysema or something.

You're right. It certainly looks like a border collie. Perhaps I'll add it to the tags.
