While the guy was making an illegal U-Turn, I think the other guy shares some responsibility. He didn't even slow down when that car was in front of him.

the guy who hit him was going wicked fast... hope he/she's alright

why didn't he just turn left in the first place? ... It was clear...

I think he took a wrong turn. He was indicating right, then must have changed his mind.
