They're a liability to themselves and are constantly thwarting any options that might lead to a peaceful resolution. For the United States though they are a foothold in the middle east and a Nuclear First strike deterrent to Iran especially right now. Basically if Iran were ever to even start fueling a Nuclear Missile, they would be committing suicide and would be wiped off the map completely.
