I do think they've misunderstood the situation. I'm pretty confident that's a dynamic billboard that displays the current...ugh..."tweet". It's a hilarious and unfortunate transposition, but they didn't "pick" that one tweet to be the single example on a static billboard, as the commentator suggests.
