I call a siftquisition.
This acct has been inactive for 185 days until yesterday. Maybe it is legit, and they have just forgotten the RULES in the past six months. But this video (poorly computer effects) has less than 15 views. http://www.youtube.com/watch?v=Mh25NJMCvDo

I highly doubt you stumbled across this on the internet and said, gee, I'll post it to videosift. Maybe this account password was hacked. ANyways, summon the inquisitors.
