I've seen this piece or one very much like it at Bau-Xi Gallery in Vancouver and he's right. People do double takes as they walk past it, then start walking back and forth while looking at it with bemused expressions.

Video should start further out and only go to the side at the end.

Disneyland has used this to make statues' eyes "follow" you since the 50s.
