Doesn't look too bad, it seems a variation on the same sort of ride such as Ripsaw at Alton Towers (http://www.youtube.com/watch?v=V0T7HkDlExI) whereas that does move pretty quick and depending on the operator you can get pretty drenched.

This reminds me about coverage and debate about bridges falling down in the UK during a recent amount of flooding in Cumbria. Essentially river beds were swept away from bridge foundations causing them to collapse. These bridges were normal road bridges but what brought them down was the rapid amount of water in a given time period, so I'm not surprised that the person in this clip could drive over that bridge.

If they were however driving dangerously or the river was flowing above normal conditions then it'll be truly dangerous.
