It's a sniping clan started in Team Fortress Classic, about 6-7 year old clan..
They are not using any hack at all, Jh is a legend in the TF2 Community, just because of his sniping skills.

Also, the trick jump you are refering to is a special server plugin, called TF2 Turbo, which allows you to jump at seriously ridicolous speed :>

And your observation that he gets a 100% zoomed in is that this video is fairly old, and it took about 1½ / 2 sec to get the fully loaded shot..

Nowadays however the Sniper needs atleast 4-5 seconds to get a 100% strength zoomed shot..
