For something like this situation, the victim (driver of the car who hit the man and now has a damaged front end) gets to punch the criminal in the mouth. It's good for times when the punishment the law hands down (likely a minor fine) just isn't satisfying enough. Do you think that bum will pay for the damages?

Cop #1 called for backup and waited until it arrived because he sensed that this situation was going to turn ugly in some way.
