It's most likely Alang, a shipbreaking town in India. Old ships are driven ashore during high tide, then systematically dismantled for scrap. The two partially dismantled hulks beside it provide further evidence that this was an intentional beaching.
Tattoo Removal - Dr. Tatoff
From their discussion, it seems like he was planning to only remove portions that he no longer found aesthetically pleasing. The skull, inverted pentagram, and iron cross seemed to be obvious iconography that one might "outgrow". I'm not sure what was removed on the upper right portion on the woman's face. My guess is that he still enjoys the body art in general, but wanted to clean it up a bit into something that better reflects his current taste.
The doctor (technician?) mentioned about 3 more treatments for the shading, which seems rather short to me. I've had friends and relatives that have needed 10+ treatments and still have faint shading. Since she also mentioned covering up, I'm assuming he intends to get further work done to replace what was removed, and therefore doesn't need to completely obliterate the underlying shading.

@TheHam: Did you watch the entire video? I'm not sure what you saw that made you think he was being smug. He described the elation that the Los Alamos team felt upon the detonation over Hiroshima, as it was viewed at the time from a very isolated detached perspective. Upon further thought about the real implications of it's effect he grew very depressed. There's nothing smug there.

Car towing a trailer with a car on it, drifts and crashes
It would also help to front load the trailer. This happens quite often when the center of gravity is behind the rearmost wheels. A friend of mine rented a trailer to haul some building materials (concrete, sand, and gravel), and, not realizing the implications, rear loaded it all into the trailer. Same damn thing happened, a rapidly increasing swinging motion that basically pulled the car off the road. Totaled the car, but he walked away from it, and had remembered to purchase the rental insurance.
