Nope, rallies are timed events, they set off at timed intervals, some competitors are much faster and have to overtake as they catch up the ones that left first.

This is old, but it's not BS, if you do race as you say, you'd know this is true. Specs can't be read into in the way i think you're doing it. Look at the head starts each of them get.
