Uh, nothing here constitutes "betting against" the U.S. The U.S. Navy did their job and that's basically the end of the story. Obama did essentially nothing but some legal CYA-ing. Left-wingers are as stupid in praising the President for "performance" here as right-wingers are for deriding him.
