Nuclear deterrence: Is the last resort the first response?

If the nuclear option is the measure of last resort, will the Prime Minister press the button if the Russians invade West Berlin? Will he press the Button if all of Germany falls under Soviet control? If all of continental Europe is annexed and the Soviets reach the channel, will he then press the button? Or do they have to reach Piccadilly before the option becomes viable?
