In October 2003, producers Lloyd Levin and Lawrence
Gordon expressed interest in setting up Watchmen at
Revolution Studios.

The pair intended to shoot the film in Prague.

With no director or writer attached the following test footage
was commissioned and shot for no budget on a sound stage as
a very rough and early attempt to get a feel for how character
and costume may translate from page to screen."
