What I gathered from her speech is that she has funded some research by selling her company, in which she found that most of the terrorist organizations were state sponsored at one time. Then they became independent criminal enterprises. Then after the Patriot Act was passed Title III caused many of the organizations to change their laundering location from the US to Europe and the currency from the Dollar to the Euro. One could connect the dots and make all manner of assumptions after that. But its something to think bout. However it is only one aspect of the wonderful modern world in which we inhabit now. Where unethical Free Market principals are put to practice in criminal enterprise, and the flourish.
