A self-described Conservative Orange County Judge predicts 5 beneficial effects that would immediately occur if a bill such as California Assembly Bill AB 390 were to pass. AB 390 would regulate and control cannabis in the same manner we do alcohol. He also describes what he finds to the greatest obstacle in the path of marijuana decriminalization. On the above link, there's another video just over 10 minutes where he speaks about his courtroom experiences.
