This is an early segment from the documentary "Big Easy to Big Empty" which aaronf just posted earlier today here on the sift.

It's a documentary done by investigative journalist Greg Palast (wikipedia) In this clip Palast investigates IEM the company that was under contract by the Bush Administration for all Emergency planning.

Surprise, they didn't have a plan.

Palast also speaks with Ivor Van Heerden, the deputy director of the Louisiana State University Hurricane Center, they did have a plan and it was ignored.
