This is the best-known of several songs Charlie Chaplin composed, done especially for the film "Modern Times" and given lyrics to help promote a 1950s revival of the film, famously covered by Nat King Cole. This version is sung by Michael Jackson, and includes clips from various Chaplin films, including "Modern Times".
