This would probably be Atlas launch 27E, June 7 1961 at 2137 GMT. One of the engines suffered a combustion instability; it looks to be the one on the left in the first high-speed camera view. That would explain the sudden yaw (I think) toward the left. I wonder what caused the sharp roll that immediately followed.

This was a test of the Atlas E Missile outfitted with a dummy warhead at Vandenberg Air Force Base on the California coast. This footage was shot by the folks at Lookout Mountain Air Force Base.
