Second, California did seize millions from him.

So, he did business in California, collected royalties in California, and lived in California, and after the fact tries to "move" to Nevada (without a home or address) in an effort to not pay taxes on what he made in California, $13 million of taxes.
In the end, it was found he did do business in California even though he claimed Nevada residency at the time, and he lost the case (contrary to the narrative) and he was charged $1.9 million in back taxes (but not penalties).

This looked like a criminal investigation because it was one.
Making his SS# public, that should be actionable, although it was far less of an issue in the early 90's. I bet that's a big part of his $50k offset.

Was there a giant puddle they were avoiding? That's not clear. It looks like there was a sidewalk, but still no bike lane for the cyclists who starts the video avoiding other traffic on a narrow road.

One thing that is clear is that it's not the pedestrians who started yelling. Even if the pedestrians were in the wrong for not yielding to the vehicle (they should have moved over) it was the driver who escalated the situation. This makes the driver the biggest jerk.

(I still think it looks staged.)

I've seen a few shows on cable which have shown that sharks are being found way up-river in places they thought they couldn't live. One show in particular was looking for Greenland Sharks up near the great lakes and I'm pretty sure they found them... Let's check the internets quick: yup... here's the link to the description of the show:

PER YT-"MYRTLE BEACH, S.C. - A 20-year-old woman fishing near Myrtle Beach got the shock of a lifetime after a fish she was reeling in was attacked by what appeared to be a Bull shark.

According to Sarah Brame's video web page, the incident happened Tuesday while fishing behind her beach home, which appears to be in Cherry Grove.

Brame could be seen reeling in a 4-5lb Red fish when the shark attacked.

She estimated the shark to be around 6 ft long. Brame titled her video "The one that got away!"
