The model came later as a result of the failed projects, realizing that a symptomatic approach was flawed. The model was to take a more holistic methodology to addressing the flooding along the Mississippi.

The timeline is as follows:
the Great Mississippi Flood of 1927:
Flood Control act of 1928-
Army Corps of Engineers gets to work
Sec. of Commerce H.Hoover directs Flood Relief
towns & cities which had flooded get levees
The Great Flood of 1937:
towns downstream of newly protected communities get flooded.
ACE begins with simple models in dirt
1943 gets funding to build largest scale model for study:
1"=1000' horizontal, 1"=100' vertical
German POWs used for initial labor.

About a week ago I opened my wallet at a bar or a bank or something, and I received a compliment for having a library card in my wallet. O.G. Huntington Beach and Westminster Library card holder representin'!

Now everyone gots it and the people with money laid down the pressure and it's a machine of controlled behavior and wallet squeezing. (I squeeze wallets for a living but it's more in sync with Winston Smith working for big bro.)

I think you could argue leaving a story open and not tied off can be lazy rather than more artistic , It can go both ways. you can have a gr8 story film that's entertaining educational thorugh provicing and have it all tied up at the same time or not tied up at all.

I think one advantage of not trying things off so much is that if you have a intellectual audeance they will fill in the gaps and have a better exsperance than if you have a tied off film that dosent leve much to the imagination or its solution is simplistic.

Structured debates between intelligent and articulate people aren't watched. They just aren't. The fact that a show like this one can even exist in a competetive environment scares the shit out of me. It's hard to watch TV and struggle through the banality, the stupidity, the inaccuracies and lies and bullshit and mental bankruptcy. But it's harder to stomach that it's all there for a reason. yes i know they arent watched as much as shit , but when you have something like The BBC that dosent realy matter I have to pay around £150 to the bbc every year , and its for that resoin why the bbc should have programs in a format like i discussed , and then they could re show the debates in schools.

id rather they not spend the money on exspensive tv presenters F1 lisence or things like doctor who , evan though they can be quite enjoyable , id rather take that hit inorder to have high quality more educatoinal focus , we can leve the entertainment to the comercail channels.
