My guess is that they need to measure the forces that the weapon, and its internal components, are subjected to if it falls out of a transport or if it goes off course and subsequently impacts the ground. re. Encryption - as far as I am aware she repairs the phones enough for them to turn on, the phone's owner still has to unlock it they want their things back. There are also some components which have some sort of hardcoded serial number, and cannot be replaced, but apparently enough of the parts can be interchanged that it isn't usually a problem.
