No, no matter what the crime, unless you are being directly threatened with attack, you may not play cop. If you block a road and accost strangers, pretending to be a cop when you aren't, they can probably legally kill you to escape the armed kidnapping, and you can go to prison for decades. Call the cops and take photos of them, don't pretend to be a cop.
The color that probably matters most in this instance is blue, because the cops ignored the guards multiple crimes and went after the victim....as I said. Lighten up, a bare mention of race is not a declaration of racism.
Yes, you have that part right, the cop impersonator is the criminal here. The ATV riders weren't even going fast, and certainly were no danger to him or his family, and even if they were, he's 100% out of line to block, attack, then kidnap them. He's not a cop, so can't arrest people....just like you. Before you try saying citizens arrests are a thing, improper citizens arrest with a gun is kidnapping, not that he performed a citizens arrest in the first place, he impersonated a police officer.
If he had not blocked the road, not touched them, and not pulled a gun on them, but instead waived them down and asked them to slow down, that's proper, and a good start before calling REAL cops. What he did is at LEAST 3 major felonies including impersonating an officer, kidnapping, and using a firearm in the commission of another felony....a good prosecutor could probably charge him with more....if he weren't in 'law enforcement' I'm pretty sure they would.

If you had hooligans running up and down you street on ATVs then yes stop them ant talk to them and indicate your position of dislike.

No. The guy's not a cop, so acting like a cop by stopping the group was also totally wrong. He had no right to stop them in the first place, and absolutely no right to touch them or try to take their keys (what he seemed to be doing).
So...why were charges pressed against the accosted atv rider and not the gun waiving, officer impersonating prison guard? I'm sure it has something to do with color, I'm just not sure if it's brown or blue that skewed their reactions.
The guy was right to confront the group.
Pulling the gun and the rest of it was where he was out of line.
Pressing charges -- yes -- it is the right thing.

Just got around to reading The Quantum Thief, which you recommended about a hundred years ago in one of the 'what are you reading' threads. Thought I'd send a little note of thanks since I really liked it and don't think I would have come across it on my own.
Constructing a sort of crime novel around the subtle implications of technologies that don't exist yet must be difficult work. When a break in the case comes about because the detective realises that, oh of course, since the thief used the key to his encrypted external memory to steal his identity, that must give him access to recordings of the thief's activities during the few minutes of the impersonation, and what's this, he used a quantum entangling drone to beam only one stolen minute of Time away from the victim, there's only one thing that can mean: to the resurrection house! - well it's a step above bootprints in the flower bed isn't it? And calling time-rich nobles 'millenniaires'...mmm, juicy.

I don't know Canadian law, but here in the US, giving your name and date of birth is "identifying yourself", but when driving you must present a license if requested, and proof of insurance. It seemed like they had some issue with presenting the papers.
You're quite right by US law, when he improperly claimed to be a 'peace officer', he was technically 'impersonating law enforcement' and that's an arrest able crime....BUT they actually SAID they wanted to arrest him for calling 911 when emergency vehicles were already there, not for impersonating a peace officer....that's ridiculous and abusive and also quite 'douchebaggy', and also likely makes the cop a liar since I don't think there is any such law denying access to 911 if emergency vehicles are present.
Sorry, he lost me when he said "we're all human beings, we deserve dignity", because douchebag power trippers with a badge don't deserve dignity, they deserve a powerful shaming and a lawsuit if they injure you in any way during their power trip. The same goes for power tripping 'freemen', 'sovereign citizens', fake 'peace officers', and 'detaxers'.
It always makes me laugh that they use so many public systems to try to 'prove' that the public systems both aren't legal and don't apply to them. For instance, if they don't have to pay for road tax because they aren't under the jurisdiction of or in league with the government, aren't they guilty of both trespass for being on what they claim is private land (because no government=no public land) AND guilty of theft for using the 'private' roadways without paying the owners?
Also, if they aren't under the jurisdiction of the police, and they have no authority, why was he CALLING THE POLICE FOR HELP?!? ...and why are they arguing in court about the legality of the court....Just duh, Robert.
From what he had said, it was the driver that refused to show their papers. In that case the driver was lucky to still be in the car the whole time.
The guy filming from the passenger side maybe should have been pulled out when he claimed to be a "peace officer". His name is Robert Menard, and the legal system is pretty familiar with his scamming other people already.
