Problem is this...
Every drug, used IN MODERATION so as to not be harmful, is [by definition] harmless.
You can't answer a "more/less harmful" question in absolute terms, because individual usage patterns will determine the specific 'harm/danger' posed by each substance.
There is no "standard dosage and regiment + standard metabolism + standard body weight" that you can use to compare substances.
You can pick such numbers, but you'd be pulling them out of your butt.
It's obvious she's giving the stock answer that aligns with her agency's official stance. But even if she were to give a "scientific" response, it would not be black and white.
The answer would be "it depends".
"How much Heroine? How much Coke? How regularly used? etc".
This isn't TV. Just like IRL car crashes rarely result in explosions, IRL drug use rarely results in tragedy.
The simplest example is prescription pain killers. Literally variations on heroine. People are given them for broken ribs, etc. They take them for a while, and then they're done. No harm done.
They could have taken heroine in stead, in the same effective dosage and frequency, and had literally the same experience.

Its not a question of whether because Tobacco is also a drug shouldn't it be restricted as well, which of course technically it is (18+). Its more that just because it looks like he might be selling weed or coke doesn't mean he actually is. More of a misunderstanding then, it could have been worded better but I suspect you were in rant mode at the time, and there's plenty to rant about there.
I do agree that historical accuracy is always preferable to fabrication, as long as it serves the story and fits with the theme of the film, the presence of dragons would not have served the movie Lincoln in any way, and therefore, do not belong. The very title of Abraham Lincoln: Vampire Hunter however pretty much tells us all we need to know about this film and it's treatment of history. So to me I guess, complaining about the historical accuracy of a film like 300 or Abraham Lincoln: Vampire hunter is a bit like going to a French film festival and then complaining that all the movies are in French.
I like history and learning more about history and having more historically accurate films would never be a bad thing in my book, but they do tend to be a harder sell.
Also there should be no shame in going to see Pacific Rim, write it off as a guilty pleasure if it helps.(sorta like coke and whores on my taxes
