The interwebz are full of videos that show cops being bad - either abusing their powers or using too much force. Here's a list of viddies that show not all cops are bad. It's just usually the ones that make it to the internet that are.
It's not entirely clear, but it really seems that in the few seconds before being tasered, this man was not resisting, but was just being flung around by a cop giving him a bear hug from behind.
