I wouldn't have a problem with it had it not been for the vast majority of the video being the exact same content. For me atleast, the minute or so of banter between the show hosts adds and/or explains nothing that the other video doesn't already do. Had it been only the banter then it'd clearly been a different thing altogether, though.
Admittedly, this is taking the example to an extreme, but what's to say someone won't submit this exact same clip with another set of commentators discussing it briefly for a few seconds before and after showing us the same reportage again? Or show the same news clip, only with a few more minutes of videotime before cutting? The content will still be the same and on the site.
Now, had this video shown the same story but from a different channel or made their own reporting on it, then it'd still be new content we'd be voting on; but that's not the case here. It's the exact same thing, from beginning to end, which is why I view it as a dupe.
