US Government Promotes Circumcision to Prevent AIDS?

Seems the government has been promoting circumcision as a means to help slow down the spread of AIDS. This video is very adamant against the practice, calling infant circumcision a human rights violation. It is odd how otherwise civilized people would be okay with male circumcision but cringe in horror at female circumcision.
There is a study, that seems to be junk, that claims a 60% decrease in HIV infection, and this gives the government cause to spend money on circumcision as a form of prevention... education, condoms would be better, but since when did facts get in the way of government spending...
