Rape in Oslo: "non-Western" perps, "Western" victims

I have no idea how accurate these statistics are (thus *controversy), but I cannot help feeling that it is not hard to believe. Already in 2001*, statistics concerning rape in Oslo caused a stir, causing a multiculturalist asshat and professor of anthropology (Unni Wikan) to partially blame the victims, because they did not adapt their behaviour (to that of muslim men for example; hers, not mine).

What really pisses me off is that some people (read: right-wing bigots) blame this development on feminism.
