This is a famous Warner Brothers short by Chuck Jones. It is most notable for reinventing Daffy Duck as a character and for featuring dialogue gags instead of physical gags. It is part of a trilogy of similar shorts including "Rabbit Seasoning" and "Duck! Rabbit! Duck!"
