Jail Surveillance: 'Unnecessary Force' Used On In Inmate

LiveLeak: A Hillsborough County Sheriff's deputy has resigned following allegations that he used unnecessary force against an inmate at the Orient Road Jail.

An internal investigation by the Sheriff's office found that veteran corrections deputy Mark Molins lied about the May 2010 incident in an official report.

"Here's an 18 year deputy, who for the most part has done a great job for us, who lost control of his emotions and it's cost him his job," Col. Jim Previtera from the Hillsborough Sheriff's office said.

A jail surveillance camera recorded the incident between the deputy and inmate Richard Nichols. Nichols, 55, who the Sheriff's office says is homeless, had been brought in to the jail for panhandling.

On the night of the incident, detention deputies were moving Nichols to a holding cell. Molins told Nichols to pick up a piece of paper from the floor. Nichols refused and used profanity towards Molins.

What happened next is where the deputy's story and what is seen in the video part ways. Previtera says Molins instigated the scuffle.

"It was very clear to us that Deputy Molins had taken the gentleman and pulled him on the floor and reached up and grabbed the piece of paper and held it by his face," said Previtera.

But in his incident report, the Sheriff's Office says Molins wrote, "He grabbed my wrist. I attempted to break free from his grasp but was unable to do so. I continued to attempt to pull away and his body slid across the bench and onto the floor."

The internal investigation recommended that Molins be fired for submitting a false report and using unnecessary force against an inmate.

"A piece of paper is not the type of thing that should initiate a use of force," Previtera said.
