radxIt was 13 seconds into the game. The clock on the vid is just showing the time this replay was shown.
He really did score 13 seconds after the game was started.
I know wikipedia will tell you that kick-off refers to any restart of the game, but when you say "13 seconds after kick-off", most people i know would take that to mean 13 seconds into the very start of the game which would be even more incredible. I recommend substituting "a restart" to avoid confusion.
