These guys are portuguese, and this does seem to be in Portugal. Apparently the guy is not a skater and decided to try it out. It does not end well, but could have ended a lot worse.

He says at the beginning of the video: "Kid.. Fear is something that for me does nothing". Maybe he should change that way of life lol.
