Said at the rules committee meeting prior to the 2008 Democratic Convention. This was in reference to the delegates being stripped from Michigan and Florida for breaking party rules and holding their primaries earlier than the dates set by the DNC.

IIRC, the rules committee allowed all the delegates to be seated, but only gave them half-votes. Ultimately by the time of the convention Obama had enough of a lead that he would win even if they had their full vote, so the rules committee allowed them the full vote after all.
