For this specific message, I think Mayor Nenshi's unconventional and quite funny delivery gets to the point and hopefully will get his target audiences (yes, those young and idiotic) to listen a little more than if he had given the same warning with the basic cold hard facts of, "You idiots may die, but the city need to waste scare resources to try to rescue you, and the rescuers may get hurt in try to save you!"
