I think this is pretty obviously a parody edit of some really dumb actual song called "Chacarron", which is probably really dumb but doesn't actually have a guy going "Ualulllealuuuuallllluealleuauale one mo time".

In all the versions I've seen, the guy's lips never match up to what he's saying.
