A total of five recruits are currently in critical condition, four are being treated for "moderate" injuries and at least 13 have minor injuries. For a total of (now 25) recruits and a few others, including the driver, were injured.

Roads are for cars, sidewalks are for pedestrians. Sadly, I doubt the police will acknowledge their role in causing this by taking over roadways as if they owned them. Don’t run in the street, people.

The driver probably saw the cadets from afar, assuming they were running on the sidewalks, not (illegally) on the road and paid no mind, so back with his/her eyes focused on the important business at hand - the phone - playing an endless runner game.
